To determine if your noise problem is coming from the outside world, isolate the piece of equipment you're having trouble with.

Turn off the circuit breaker or unplug the potential sources of noise. If the problem continues with the suspected noise source disconnected, there is a good chance the interference could be from a neighbor or the utility. Call your local utility and tell them you're having interference problems and you believe it's originating outside your own home. Ask them to investigate their system for possible sources of interference.
